For me it was quick to find the root cause.

So when you have stuff like "where [datetimecolumn] >=getdate()" (if datetimecolumn is indexed)

the optimizer says "You know what, range...

Where is the express instance installed, on you local machine or on a server somewhere? is it a named instance or default? what are you using to connect to it?

Take a copy of the package from your source control system (which everyone always does :-D) and use BIDS (business intelligence development studio, part of the SQL Server client tools)....
