any member can run SSMS, even a member without login using guest account. It really depends on what the member is and what job he is going to perform on the server. You can start from basic level permissions and then keep on adding roles to the login when needed.
Always think of creating Groups and add permissions to the group so, that you can create login and assign them to this group.
