In trying to run the upgrade advisor for SQL 2008 R2 from SQL 2005 i am getting this prompt. Windows Server 2003 SBS sp 2 is installed, but i dont understand what it wants.
The msi show a message that says
This installation package cannot be installed by the Windows Installer service.
You must install a Windows service pack that contains a newer version of the windows installer service
but i couldnt find anything after sp2 for small business server 2003???

I do not believe that Windows Installer 4.5 comes with Windows 2003 Server SP2. Try this link:
http://www.microsoft.com/download/en/details.aspx?id=8483
Download one of these versions (depending on what platform you are running on)
x86 Platform: WindowsServer2003-KB942288-v4-x86.exe
x64 Platform: WindowsServer2003-KB942288-v4-x64.exe
