Microsoft has moved away from Service Pack to CU mode The CU (Cumulative Updates) is already going on and will be way forward. MS should work on install updated without server/service restart. Like Cloud SaaS, it should the way for on-premise as well.

Even Azure SQL requires service restarts for patching, under the hood. MS advises of this and suggests building redundancy into any SQL solutions (or any solutions full stop, really) for this kind of maintenance or unplanned outages.
