SSRS error when using ReportBuilder

    We get the following error when downloading a report from the reports db. The report itself runs perfectly. There are also no space issues on any of the databases, User access is correct, the user has db_owner access on both the reports and reports temp db. When doing a google search we get no other errors reported specifically with this exact error message

    An error occurred within the report server database. This may be due to a connection failure, timeout or low disk condition within the database. ---> Microsoft.ReportingServices.Diagnostics.Utilities.ReportServerStorageException: An error occurred within the report server database. This may be due to a connection failure, timeout or low disk condition within the database. ---> System.Data.SqlClient.SqlException: The user does not have permission to perform this action.

    It could be a few things. I would probably go through the SSRS log as there could be other errors if things with security are misconfigured or missing.
