First of all, yes I am Greek and having worked most of my adult life abroad I agree that companies in Greece generally 'cut corners' in everything. It takes a lot of discipline to put structure and process in IS departments. Not that it should be done at the expense of everything else but it is I think one of the main characteristics that should be identifiable in an IS dept.
I must admit you are very observant 🙂
It is normally sequences like this that cause havoc although they consist of the right things to do.
