Creation, development, production then deletion.
Unhealthy SSIS packages skip the production stage.
If you haven't even tried to resolve your issue, please don't expect the hard-working volunteers here to waste their time providing links to answers which you could easily have found yourself.

You could also add Testing, but you can see that as a part of development. It kind of depends if the business is involved...
