I have a jpeg image on a report that when output to pdf, it looks scrambled. I tried the image both as embedded and report project with same results, however it outputs to Excel fine.

I would try to "recompile" the JPeg image. Open it in a good editor (Photoshop, Paint Shop Pro, etc) and "convert" or export it into a JPeg once again. Play with load methods, number of colors, etc. JPEG is a very complex file type standard, with a lot of variation.
