I follow the instructions step by step, but when I tried to send a test email I received the following error message:
The mail could not be sent to the recipients because of the mail server failure. (Sending Mail using Account 1 (2008-09-24T16:24:46). Exception Message: Could not connect to mail server. (No connection could be made because the target machine actively refused it 10.1.60.243:25).

Is this your mail server that your trying to connect to or another departments?
You need to find out the way you need to connect to the mail server(authentication/password). Everyone has thier own reason for setting up thier servers the way they do. The way listed in the article may not be the way you need to connect.
It could be several things that are stopping you from connecting.

Thanks for your response. I did set up my own profile.
I will have to do some more investigating.
