I have found if I have a XML file and I do a "Open With" Excel it gives me the data as 1 line per each item like I need.
My question is, is there a way through SSIS like Script Task to open a file using a specific program and then do a Save or Save As?

Yes, if you are happy installing Excel on your SSIS server, you can instantiate an Excel application object in a Script task and do what you like ...
If you haven't even tried to resolve your issue, please don't expect the hard-working volunteers here to waste their time providing links to answers which you could easily have found yourself.
