you can not do the reindex and reorgnize index at same time.

maybe you could consider to shrinke it first,

then reindex or reorgnize is ok.

this thing often happen or just happen one times?

if often happen,you could check your OS 's tasks,

maybe there are some conflicts there.

If not often happen then maybe network problem in...

if a deadlock block your system too long time,then delete it.

when the weekend shrink job runs, include the reindex job.

shrink it at each weekend.
