?? from a developer / report writer POV, why would they generate identifiable or unique data in the report(s) to begin with?
Or, have I misunderstood the topic once again?

In dev/test environments, these are not as secure as production. PII, in general, should not be used in these places. This means generate or anonymize data. Even having developers accessing production for reports is usually frowned upon.
