Reinstall If License Change

Would anyone be able to shed any light on if there would be a need to reinstall SQL Server 2000 standard edition if there was a purchase of a CPU license and the server was installed originally with a seat license with a limit of 23,500 seats. Or would it be just a matter of a paper change. The license was bought beacuse of an internet application that would be accessing the server, however it was indicated that the concurrent connections would not exceed the 23,500 seats.

Wow, what did 23k seats cost? I'd consider it a paper change (dont know about MS!).

took a quick look at Charles profile.
Anything else than a bilateral deal I would consider suboptimal negotiations.
I work for the insurance partner of the german branch?!? of the company he works for. When it comes to negotiations I consider them 'tough'
