developer needs develop and test run the packages locally. when eveything done, upload the packages to our stand alone SSIS server.

BIDS can run packages without SSIS installed, last I checked. Ran into that as a problem a while back, when I didn't realize that Workgroup Edition doesn't have SSIS with it. Package ran fine in BIDS, uploaded just fine to the server, and crashed and burned when I tried to run it in a job. All on the same machine.

Sometimes it will work. There are times that it seems to work better (most often related to service packs) if both SSIS and BIDS are installed.

I avoid it unless I have a copy of Dev Edition licensed for that dev. You need an SQL Server license to legally install SSIS on a machine, and Express Edition doesn't count for this. If you have Dev Edition licensed for them, then by all means, install SSIS, SSRS, et al, and just manage the resources appropriately (might not be best to have them auto-start when the workstation boots, if it's overloading it).
