We are going to upgrade our server which has SQL Server 7.0 to add two more
CPU but we will still use only two CPU for SQL Sever. Do we should be
considering to get two more licenses or our existing license for two CPU
will be enough?

Technically you should be fine with 2 CPU licenses as long as server is specifically configured to use only 2. However MS loves to argue the point on this so the best answer would be to check with an MS Sales rep and whatever they say, if is ok with 2, then get them to put in writting for your safety.

Microsoft is very clear that you have to buy a license per processor in the server.
